Story:

        This issue is a tie-in to the Millennium crossover event. It begins with the League departing from a meeting with the Guardians, who have explained the threat of the Manhunters who are out to kill the beings that the Guardians have chosen to be the New Guardians while they retreat from this universe with their Zamaron counterparts. The heroes seem to feel very threatened by this revelation.
        Very soon, Rocket Red reveals that he is actually one of the Manhunter androids, and when his teammates do not agree to take up his cause he attacks them. The Manhunter takes control of their ship and attempts a kamikaze run on an oil refinery in Bialya to avoid letting the League threaten the Manhunters' plans.
        The team is saved when the Rocket Red Brigade stops their ship before it can crash, but the Manhunter self-destructs. Needless to say, Rumaan Harjavti is not pleased with the League's presence in his country, but no real confrontation takes place.
        Meanwhile, back in New York, Maxwell Lord is busy spying on the lives of superheroes who he refers to as "potential candidates for League membership." These potential members include the Flash, Geo Force, Firestorm, Wonder Woman, and Superman (interestingly, Max spies on Clark Kent, seeming to know he is Superman). As Max is commenting on how the Manhunters being so dangerous because they can even affect these remarkable heroes, his secretary, Ms. Wootenhoffer, enters and shoots him, annoucning herself to be a Manhunter.
 

Back-up Story:
    "Brief Encounter"

        Taking place just before the League crashes in Bialya, this story reveals that Jack O'Lantern has chosen to join forces with Rumaan Harjavti against the JLI. It seems to be an uneasy alliance, at least on Jack O'Lantern's part, but he goes off to find more allies as Harjavti goes to see what has happened to his oil fields (see above).
