Story:

This issue begins with J'onn and Cpatain Atom meeting with Max at his office. Max is upset when he learns that all the heroes that were temporarily working with the League against the Manhunters (last issue) have not joined the team full time. He says that he needed their power becuase the League is his only hope to save him. As Max begins to explain that he thinks a super-villain is after him, we see that all the events in the office are being monitored on a computer screen somewhere by someone who comments that all is foing according to plan.
Meanwhile, back at the New York , Black Canary is showing the new Rocket Red, taking the place of #7 who turned out to be a Manhunter (issue #9), around the HQ when an alert comes in from Max's office. Soon, the League is on its way.
As they approach the building in their new ship, they are attacked by missiles coming from Max's building. Batman orders Beetle and Miracle to ram the building. The building then attacks them from withing, but Guy provides a power surge to knowck out the buildings defenses. They eventually find Max, J'onn, and Captain Atom, and Max explains his problem to them as well.
They are soon on their way to a location Max has told them about, where they can find his foe. He has also told them that he thinks he is being watched by some outside force that has taken over his computer system. They arrive at the location to find the Constuct, a "nearly invincible computer mind... capable of controlling every electronic device on the planet." As the League takes on the giant robot, we again see that events are bing monitored on a computer screen, and, again, someone comments that everything is going according to a plan. The Construct is ordered back to its home base.
Soon, the computer controlling the Construct is pleaing with an unseen someone to help it fight the League becuase, as it claims, they have made it their slave and made it gain them their International status. It also claims they wish to take over the world. The being it is pleaing to begin to realize that the computer has taken on sentience. As the Construct goes crashing into its base, the League goes in to find that the one who the computer was pleaing with was Metron.
