Story:

        This issue begins with a man called "Nemesis" being put away in a Soviet prison. It is then found out by Batman, who is on monitor duty, that Nemesis is accused of trying to kidnap a Russian dissident named Zoya Trigorin. Batman seems upset by this. mentioning that Nemesis is a good man and they have worked together before.
        In Washington, D.C., Amanda Waller, coordinator of the Suicide Squad, is waning their team leader, Colonel Flag,  not to go after Nemesis, as he wishes to do. They, not surprisingly, end up going anyway...
        When Waller learns of this insubordination, she requests the League to go after the Suicide Squad. Soon, they are on their way, and there is some friction between Batman and the others. He keeps insisting that Nemesis is not a villain and seems to believe the League hould help free him, but J'onn orders Batman to do no such thing, unless he wishes to face extremely harsh consequences.
        Eventually, they reach the prison and Batman continues to be somewhat of a pain before finally admitting that J'onn's very angry response is deserved and that he is acting foolishly. Just as Batman is finally submitting, the Suicide Squad comes crashing in, and on the way are the Rocket Red Brigade as well as a Soviet superhero called Red Star who is accompanied by a ceritable army.
